What is the extinction coefficient of uracil individually and with its nearest neighbor (U--A, U--T, U--G, U--C); this is only for single stranded DNA (not RNA---save for the uracil)?

Unfortunately, because this type of junction is not common in nature, we are not aware of any researcher who has determined the actual values for these extinction coefficients.  You can get a rough estimate by averaging the DNA/DNA and RNA/RNA values for each base composition.
