Are oligos synthesized by IDT deblocked or deprotected?

Yes. All protecting groups are removed from oligonucleotides after synthesis. The 5′ and 3′ ends of oligos carry a reactive hydryoxl group unless a modification is present. See the IDT Technical Report, "Chemical Synthesis of Oligonucleotides", for more information.
