Do the ends of synthetic RNA oligos have the correct chemistry for ligation?

Oligonucleotides from IDT have terminal hydroxyl groups on both ends. If the oligos will be used in ligation reactions, you will need to request a 5' terminal phosphate as a modification, or you can add it enzymatically using a kinase reaction.
